I've been working as a sub- and contractor and freelancer for the past 5 years.
In my experience, it works just fine to work as a one-person web team, as I know all aspects of building a website. I do the design, development, branding, seo etc. But depending on what the client is looking for, or how "specialized" some of the work needs to be, I do occasionally outsource the work to someone else that I think could do it better than me.
As for browser compliance, I very often utilize content management systems such as Drupal and WordPress, and use themes that already exist. But whenever a client is looking for something more custom, I bill for time I spend on browser compatibility, of course.
And by default, I build for FireFox, Safari, Chrome and Internet Explorer, and when a client wants to go beyond that, I bill the extra time. And as for mobile, I try to use a theme that works well on smart phones, but when a client asks for a mobile theme, I'll bill that separately.
